PCWorld.com - Don't Count on Using Your Cell Phone for Disaster Rescue

This is a mega-problem. The general public has expectations of what a cell system can accomplish in an emergency. The reality is that cell phone traffic and GPS locating technologies will be overwhelmed by the volume of calls and traffic on cell networks in an emergency.

The solution is orders of magnitude more capacity, not used in the normal course of events, but who will pay for that?
