After Two Storms, Cities Confront Economic Peril - New York Times
Painful as this disaster is, an opportunity is presented for some fundamental reform. The reform could include not rebuilding in kind. Instead, leave some land vacant and plan for the kind of development or non-development that makes sense, economically and environmentally, not the type that was washed away by hurricanes Katrina and Rita, an event sure to happen again. Why pour good money after bad?
