The Open-Source War - New York Times
John Robb has some interesting notions about terrorism and effective countermeasures, comparing the terrorists activity to the open source software movement which has given us a host of valuable products. Underlying his ideas is agility of the terrorists and the natural selection of disparate approaches to the common goal to arrive at, then spread, best pracyices. He is certainly no fan of the bureaucratic Pentagon's tactics.
