Continued upheaval in the wars over interconnection and access charges. This is a very big deal if hundreds of millions are owed by AT&T to Verizon and other local telcos. Since AT&T lost this FCC decision decisively, it's unlikely courts will reverse the decision. My guess is that AT&T stopped paying access charges while this decisionn was pending to preserve cash flow.

The regulatory and legal morass will continue for a few more years until VOIP is the dominant protocol replacing circuit-switched voice services
